§ 78-210. Enforcement.

(a)

The city engineer and other duly authorized employees and agents of the city bearing proper credentials and identification shall be permitted to enter all properties tributary to the city's stormwater management system for the purposes of inspections, observations, measurement, and testing in accordance with this article and any rules or regulations adopted pursuant to this article.

(b)

Any person violating this section shall become liable to the city for any expense, loss or damage because of such violation, including but not limited to reasonable attorney's fees, whether or not litigation occurs.
