Except as otherwise expressly provided in this division, all ordinances, codes, rules,
regulations and policies of the city remain in full force and effect, and no development,
construction, redevelopment, building permits or other matters may be pursued without
full compliance with such matters. Further, nothing in this division shall serve as
a basis for the rezoning or change in future land use map for properties within the
city.
