The city commission hereby adopts by reference the study entitled "Municipal Services
Impact Fee Study" dated March, 2004, and all subsequent memoranda prepared by Public
Resources Management Group, Inc., particularly as it relates to the allocation of
a fair share of costs of public facilities required to provide police protection services
necessary to serve new development in the city.
