The city commission adopts by reference the March, 2004, study entitled "City of Winter
Garden Road Impact Fee Study" prepared by Dyer, Riddle, Mills & Precourt, Inc., and
any exhibits or memoranda to that study, particularly as they relate to the allocation
of a fair share of the costs of new road improvements necessary to serve new development
in the city.
