In order to improve the aesthetic appeal of the city and to reduce hazards from wind
storms, all utility lines such as electric, telephone, cable TV and other utilities
shall be placed underground in conjunction with new construction, substantial renovation
of buildings or when a building is undergoing an electrical service upgrade from a
200 amperage service to a greater amperage service. Substantial renovation shall be
renovation and/or additions whose building permit value exceeds 50 percent of the
value of the existing improvements on the most current property tax roll. The city
recognizes that certain physical elements such as existing buildings, swimming pools,
large trees and such may impose unreasonable hardships on the property owner's compliance
with the placement of utilities underground. Upon confirmation of these hardships
by the utility companies, the building official may waive this requirement.
