§ 118-3. Purpose.

The purpose of this chapter and the zoning districts and regulations set forth in this chapter and as outlined on the zoning map are to:
(1)

Provide for the orderly growth of the city;

(2)

Encourage the most appropriate use of land;

(3)

Protect and preserve the value of property;

(4)

Prevent the overcrowding of land; and

(5)

Promote the health, safety and general welfare of the public.
