The standards and regulations set forth in this article, in addition to existing land
development regulations provided for in the code as such may be amended from time
to time, shall be the minimum standards and regulations for parcels or tracts within
the city which are subdivided. Except as may otherwise be provided in this article,
a final subdivision plat shall be required for the division of any parcel of land
into two or more lots or parcels, or to create from said tract one or more lots of
record, for the purpose of transfer of ownership or building development; or, if a
new street is involved, any division of a parcel of land; or, as may otherwise be
required by state law. Notwithstanding the foregoing, a final subdivision plat shall
not be required for the division of land for agricultural purposes into lots or parcels
of five acres or more provided said division does not involve a new street and each
resulting lot or parcel has access and no public improvement is being dedicated, including,
but not limited to, any right-of-way, easement, or physical improvement of any kind
intended for public use.
