All residential structures in subdivisions shall be connected to a public water supply.
The city shall install, through its own forces or its agents and at the expense of
the developer, water systems to provide domestic water supply and fire protection.
If water mains, fire hydrants, supplementary pumps, or other equipment or facilities
in excess of the requirements of the subdivision itself are required in connection
with the general water supply or fire-protection system, the costs of such extra facilities
shall be prorated between the developer and other interests in a manner acceptable
to the city. When special consideration shall be indicated, the city may participate
in such expenses as the water supply may require upon the decision to do so duly adopted
by the city commission.
